Background
TAMF has provided assistance to the Ministry of Trade since July 2005 by supplying international trade in services policy advice and by addressing some of its training needs. The policy advice assistance includes providing advice to formulate international trade in services negotiating positions and strategies and undertaking policy research and analysis on services to support international trade negotiations.
The Government of Indonesia is seeking policy research and analysis work on Indonesia’s international trade in Business services, to enhance Indonesia’s development with international trade. Consequently an International Trade in Services Team comprising (1) Senior International Trade in Services Specialist and (2) and International Trade in Business Services Specialists (as defined by the WTO Service Sector Classification) is sought. Both individual consultants for either role OR firms supplying one or both positions may apply.
The consultants will work with the Ministry of Trade staff as part of a small project team to undertake this work. The team will conduct a wide range of consultations with key stakeholders to determine negotiating positions and strategies for Indonesia on international trade in Business services. These consultations will be the basis for preparing and communicating a draft report on international trade in Business services. The report is likely to include an international trade strategy for Indonesia’s trade in services and what Indonesia could be requesting and offering at international trade negotiations. The consultancy will also include providing support in progressing an international trade in services strategy and negotiating guide for the Government of Indonesia.
The Senior International Trade in Services Specialist will spend 3 months full time working at the TAMF Trade Policy office at the Ministry of Trade. The Senior International Trade in Business Services Specialist will spend one month over an estimated 6 month period providing expert input in to the policy research and analysis work on Indonesia’s international trade in Business services.
The consultants will aim to assist Indonesia to further develop its international trade in services policy and build capacity within the Ministry of Trade to independently undertake policy research and analysis on trade in services.
Consultancy Objectives
Assist the Government of Indonesia prepare a policy research and analysis paper on Indonesia’s international trade in Business services and support the further development of an international trade in services strategy and negotiating guide.
Selection Criteria:
Senior International Trade in Services Specialist
- Experience in undertaking policy research and analysis on international trade in services;
- Knowledge and understanding of international trade in services issues, WTO agreements, the Indonesian economy and Indonesian trade policy issues;
- Ability to work with Ministry of Trade staff and build the capacity of those staff to independently undertake policy research and analysis on international trade in services; and
- Relevant consulting experience in emerging economies.
Selection Criteria:
Senior International Trade in Business Services Specialist
- Specialist knowledge in international trade in Business services
- Experience in undertaking policy research and analysis on international trade in Business services;
- Ability to work with Ministry of Trade staff and build the capacity of those staff to independently undertake policy research and analysis on international trade in services; and
- Relevant consulting experience in emerging economies.
