Background
The American Red Cross helps vulnerable people around the world to prevent, prepare for and respond to disasters, complex humanitarian emergencies and life-threatening health conditions. As a member of the International Federation of Red Cross and Red Crescent Societies (IFRC) and one of more than 20 National Societies working with PMI in Indonesia, the American Red Cross is currently implementing its development programs in Banda Aceh, Aceh Utara, Lamno and Calang with a liaison office in Jakarta.
The work of the American Red Cross in Indonesia is focused on 6 main areas: water and sanitation, community infrastructure, psychosocial support, health (avian flu, community-based first aid, social mobilization and youth red-cross), disaster management and livelihood support. We implement our work directly, through partnership with host national societies, UN agencies and other non-governmental organizations.
American Red Cross currently seeks an independent consultant to conduct the end line survey of the SPMI-YRC (Support to PMI and Youth Red Cross and School Health) project.
The purpose of the end line study is to track the progress of the SPMI-YRC project against the indicators measured in the base line survey. The results of this survey will provide the quantitative measure of the progress towards the objective of the program.
Duties and Responsibility
The end line survey team will conduct an end line survey including detailed sampling procedure, plan for data analysis. Data collection instruments, time frame and work plan. The survey protocols will ensure that the data collected will be unbiased and comparable with the end line data. Consultants must adhere to all relevant policies and procedures of the ARC and ethical guidelines. Survey team will undertake following tasks: 1) develop the end line survey protocols including detailed sampling procedure, plan for data analysis, 2) directly supervise enumerators, 3) conduct pilot testing of data collection instrumentation, 4) design and facilitate workshops to train enumerators to carry out data collection, 5) supervise implementation of survey, 6) conduct quality assurance check, 7) develop appropriate entry program in MS Access and relevant software, 8) undertake a detailed analysis of data collected, 9) produce statistical report and 10) conduct any supplemental analysis based on AmCross team feedback.
The suitable candidate should have Master’s degree in relevant studies and at least five years of direct full-time field experience in M&E and design and implementation of household surveys. S/he should have experience in qualitative data collection and data analysis, proven ability to train and supervise staff. S/he should also have excellent computer skills (database management and statistical software) and proficiency in English both spoken and written.
